3DUB's Environmental Division brings marine biology, environmental chemistry, and coastal systems analysis capabilities to federal programs requiring field-based scientific expertise and data-driven environmental assessment.

Operating from the U.S. Virgin Islands, we combine local Caribbean presence with the capacity to deploy senior environmental subject matter experts across CONUS coastal regions. Our capabilities serve federal environmental programs across the U.S. Army Corps of Engineers (USACE), National Oceanic and Atmospheric Administration (NOAA), Environmental Protection Agency (EPA), and Department of the Interior/National Park Service (DOI/NPS).

Our engagement model spans environmental planning and scientific advisory support through full field operations execution—structured to meet program requirements at any stage of the project lifecycle.

We partner with federal agencies, prime contractors, and A-E firms pursuing environmental monitoring, coastal resilience, and marine ecosystem programs throughout the Caribbean and select CONUS coastal regions.

NOAA — Coastal & Marine Programs: Marine biology and environmental data science capabilities aligned with coral reef monitoring, reef restoration initiatives, benthic habitat assessment, and coastal zone science programs in USVI and Puerto Rico environments.

EPA Region 2 — Caribbean Environmental Protection Division (CEPD): Water quality monitoring, contaminant assessment, and environmental data capabilities supporting EPA BEACH Act programs, coastal zone compliance, and Caribbean environmental science initiatives.

DOI/National Park Service — U.S. Virgin Islands: Marine ecosystem monitoring and biological field capabilities aligned with NPS natural resource programs at Buck Island Reef National Monument, Virgin Islands National Park, Virgin Islands Coral Reef National Monument, and Salt River Bay National Historical Park.

DHS/FEMA — Coastal Resilience & Disaster Recovery: Environmental field science, water quality monitoring, and ecological assessment capabilities supporting federally funded coastal resilience programs and post-disaster environmental compliance requirements across the U.S. Virgin Islands, Puerto Rico, and CONUS coastal regions affected by hurricane and storm events.

Department of Defense — NAVFAC & Installation Programs: Biological monitoring, protected species oversight, and environmental compliance support for military coastal construction, waterfront operations, and marine-adjacent installation programs across CONUS and OCONUS locations.
